SENEGAL

Emergency shots to begin

One of the largest yellow fever outbreaks in decades could soon spread globally, aid group Save the Children warned on Tuesday as the World Health Organization is set to launch one of the largest emergency vaccination campaigns ever attempted in Africa. The massive vaccination campaign begins this week in Congo and Angola, with the aim of vaccinating more than 14 million people in more than 8,000 locations to stem the disease’s spread. WHO says more than 400 people have already died in this outbreak. But supplies of the vaccine are limited. The more than 18 million vaccines that have been sent to the continent are far short of the 40 million doses some experts think are needed to contain the outbreak, according to an AP investigation.

MEXICO

Son of El Chapo kidnapped

One of the sons of imprisoned drug lord Joaquin “El Chapo” Guzman is among the half-dozen men abducted by gunmen at a restaurant in the Mexican beach resort of Puerto Vallarta, authorities said Tuesday. Jalisco state Attorney General Eduardo Almaguer said 29-year-old Jesus Alfredo Guzman Salazar had been determined to be among those taken, though authorities still had not received any missing person complaints. Almaguer said officials have determined the kidnappers belonged to the Jalisco New Generation cartel, the dominant criminal group in the state. The victims are all believed to be in the rival Sinaloa cartel headed by Guzman in the neighboring state of Sinaloa.

CANADA

Ban on spearing is proposed

The Alberta provincial government plans to ban the practice of spearing wildlife after a video posted online showing an Ohio man killing a black bear with a spear sparked outrage. The video was posted in June on the YouTube account of Josh Bowmar, who runs a Columbus-based fitness company, and shows him killing the bear on a hunt in northern Alberta. By the time it was removed from public view on Monday it had garnered more than 208,000 views. The 13-minute video shows Bowmar launching a massive spear — with a camera attached — at a bear from 36 to 46 feet away and captures his jubilant reaction when the animal is hit. Spear hunting is already illegal in Ontario.

GUATEMALA

Ash spreads from volcano

The Santiaguito volcano spouted a plume of ash Tuesday that rose 16,400 feet above sea level and scattered ash into neighboring Mexico. The National Seismological Institute said the eruption took place at about 7 a.m. at the volcano, which is about 40 miles from the Mexican border.
